The point is Sasuke never learned any genjutsu to begin with, and getting lvl 2 seal doesn't mean he magically learned some.

tayuya can perform genjutsus that she otherwise couldnt without the level 2 seal.......

i would be more inclined to believe that to be the case for sasuke instead, since his sharingan probably caught a decent amount of jutsus by now
