Konoha's Jounin were all out on missions during the reconstruction. The Akatsuki could have
easily captured Konoha during that time - or during the period prior since they had no Hokage. The only real threat is Jiraiya so I guess Itachi would just have to use the Mangekyou Sharingan and kill him. Remember - we see most Konoha defense ninjas getting killed in one hit with kunai during the invasion. Most of the Akatsuki members we have seen have giant area effect attacks that could kill hundreds of ninjas in 1 strike, like the clay bombs or Sasori's giant tail swipes. The Rookie Nine are the most talented Genin there and I don't think I have to describe how badly an encounter with them vs. an Akatsuki member would go. The rest are just cannon fodder who probably wouldn't even resist an invasion by nine of the most powerful people on Earth. They're ninjas. Most of them aren't free thinkers, they'll take orders from leaders no matter who they are.
The Sand was similarly depleted at this time. After gaining control of Konoha and getting the civilian populace and remaining ninjas formed into a makeshift military, beating the Sand would be easy as hell. Gaara had to save the fuckin' village from one Akatsuki member. Nine of them plus a small Konoha army? Owned. The rest of the villages' relative fighting powers can be seen in how little they participated in the Chuunin Exam. No other country was remotely as powerful as Konoha, and Konoha's a cripple now.
The Akatsuki could gain world power without the demons. Easily.
