It's something japanese people say when they think what they say is important. Japanese people have more suffixes like this to express theirselves.

This was info I read before, I'm not Japanese so I can't be 100% sure.

There was a good web site linked a long time ago that explained all the suffixes and stuff used in this show and what they mean.. I'd find it and re link it but I don't even know what to search for.

Dattebayo is like saying "I say", to emphasize he thinks he's saying something important (apparantly, Naruto thinks a lot of what he says [img]i/expressions/face-icon-small-tongue.gif[/img] ).
