Can you explain what IRC is ? AND can anyone tell me how to use irc or a website or anything to help me.?!!

IRC is Internet Relay Chat, there are different clients for it such as www.mirc.com go there and download it.

go into your options
Tools > Options > Connect
and put in any email you want, fullname, the nick you want, an alternate nick, press OK
now type
/server irc.rizon.net
after that is finished then type
/join #gotwoot
this is the gotwoot channel go in here and you may get some questions answered here.

how can u download anime by using IRC? Isn't IRC only for chatting?

no IRC is a good place to download just about everything.

there is a trigger !list and this will list file, xdcc, and tdcc servers which you can download from.
you connect to someone with there trigger. some thing like this
/ctcp _kAi_ Naruto --- this is fake just an example
then a chat request will come up and you accept it, and it kinda turns into like a dos prompts and what not
some basics.
dir --- lists the directories available.
cd <directory> --- goes into that directory
cd .. --- goes back one directory
get <filename> --- asks to download that file
