In Gaara's case, he was charging, without fear, towards Sasuke, so Sasuke was able to hit him. I think if Naruto just moved to the side before Sasuke comes, he should be able to dodge the attack. The Rasengan, on the other hand, is not so one dimensional. Naruto could point it up, down, left, right, or whichever direction he wants to use it. It is more versatile than Chidori, so it should be more effective.
Besides, as ShinobiNeko said, Naruto has more heart than Sasuke, and heart will usually win in the end.
