manual announce forces your client to tell the tracker that it's there. It's useful if you're getting less connections than you'd expect, or if you're coming back from a network outage and don't want to wait for the client to automatically announce.

External announce lets you advertise the info hash on another tracker location. So like if you knew the same file was being torrented with the same hash on two different trackers (say gotwoot and jimbobsbttracker.com) you could do an external announce to jimbobsbttracker.com and join their swarm there too.

Neither function is entirely necessary, and neither of them is particularly useful in the context of gotwoot, but they can be potentially useful down the road in more complex and scaled setups.
