Yes, when using BitTorrent, you will also be uploading at the same time. If you use BitTornado, you can set it to the lowest upload rate possible (but you cant set it to 0). If you dont plan on using BitTorrent, try looking for some other programs. Two of em that are on the top of my head are Mirc and Direct Connect. Sorry about the uploading part though.

The issue with setting a low BT upload is that your download rate is throttle based on this, so the slower you upload, the slower you download. This is going to have to be purely a judgemental call as to how much it costs, and whether or not it is worth using BT.
