yes, he does seem to like the colour green a lot...
we discussed this not too long ago......i said before that it could be 1 of 2 reasons
1) irony....or perhaps a method of making a contrast, between gai and his insane speed and the speed of a turtle
2) symbolism.....in the tortoise vs the hare...the obviously more talented hare was beaten by the determined tortoise....just like how lee vs neji and gai vs kakashi follow the hardworking vs genius scenario

i basically agree with what assertnfailure said
and maybe, gai knew lee would be up to something, so he summoned the turtle to watch over lee in case he tries to do something stupid
