If you want to examine someone bloodline, you need to kill them.

Remember after Kakashi's fight with Zabuza, Hacku showed up and said that he is going to take care of Zabu's body. Then Kakashi, injured after fighting Zabu, told Naruto that you can study bloodline by disecting their body; they though Hacku is the one who will disect Zabu to prevent someone from learning the art of the Mist village.

I really don't know how could Kabuto study the Hyuga's bloodline without killing one of them.

IMO, Kabuto fell the responsibity to help Hinata because Kabuto is a doctor. LOL
