Bt is still slow

for some reason BT is still only going at 10 kb, i have waited a half an hour after starting but that is still as fast as it will go, i have the ports opened up to 6881-6999, is there anything else that could cause the slowness? i dont have XP (2000) and i have a Linksys BEFSR41 V3 router, thanks for any help

edit: also should my upload speed be faster than my download?

Well, if you have all your ports forwarded, then the only possible reason is because the torrent you are downloading has no seeds. Seeds are basically your speed. The more you have = better download rate. As for your upload rate, I think it depends on what you set your upload rate to be. I dont know what client of BT you have but I have BitTornado and it allows you to set how many people can download from you. I'm not sure if Azereus (another client) or the official client can do that as well.
