Well, Jiraiya obviously hasn't shown any destructive power equal to the Chidori with the new jutsu yet. If he'd hit that guy with Chidori, the guy would be missing his stomach. The new technique is likely more controllable, as Jiraiya can modify the speed and radius of the rotation so he doesn't have to kill someone with it.
i agree..oo chidori is an all out jitsu the chakra flows out of the body and is absorbed into the object it is touching therefore causing the object to be dug into...sorry if it doesnt make sense though but maybe some of yall will know wat i mean
