What is DragonBall Kanzenban??

I searched the general manga for 'Kanzenban' and found nothing, and since the topic page is short, I figured that this is all that's here. So don't flame me for reposting.

Anyways, I saw DragonBall Kanzenban listed under Japan manga sales in Newtype USA. So I checked around a little, but all I found were scans and stuff about how the ending is different, and questions about scanlations, and why there won't be any because Viz has licenced all DB manga. But none of that is what I'm asking about.

What exactly is this series? Is it like a special edition of DragonBall, redrawn and such or what? I can't tell from the sites I found. And I don't have time to look around now that I'm working full time and have just as much anime to watch as I did while unemployed.
