You have to remember, being Hokage is more than just what moves the person knows. What Hokage really means is someone who has mastered the way of the ninja so perfectly that they can lead the village effectively. In fact, the point of the last part of the last arc was to show that a true ninja's strength is not measured in Jutsus, but in how well they protect what is dear to them. The strongest in this category from what we've seen is Naruto, namely due to his fight against Gaara.
However, we must also look at the state Konoha is in right now. They have lost a good deal of Ninjas in the war, and probably need some time to recover. Also, while it has been delayed, it should be obvious that the threat of Orochimaru is no where near gone. The Hokage they choose must be strong enough to hold off such a threat. We have already seen that Kakashi doesn't stand a chance against Orochimaru, and so does no one else in Konoha. The only person that can fight a Sennin like Oro equally is another Sennin. Therefore, from what we've seen, Jiraiya is the best pick for Hokage on this category alone.
Putting the two together, however, it's anyone's guess. Naruto is not nearly old enough or strong enough to effectively lead Konoha in a time of war, and Jiraiya is too much of a skirt chaser.
