definately Tenten... she was the only one out of the girls that could use a scroll, and what a scroll it was. The ONLY reason Temari beat her was because she had that fan. That way she could deflect the projeciles
How is that fair? Of course Temari would win because of her fan, that's what she fights with! If Temari couldn't use her fan, then Tenten shouldn't be using any weapons either!
