I need some help on this one. I can't figure out a way to make the "eyes" glow more. Anything else that comes to mind is great as well.

Errr.... copy the eyes as a render then diffuse outer glow and inner glow?
I mean, why would you ever need anything else for glow effects?
I've actually already done that, which is why they're slightly brighter than the original image. Maybe I just didn't do it right... but I was seeing if there was another way.

Just try out random shit with the settings, that's what i usually do anyway.
For the record though i already love it, is the texture originated from the source or was that your handwork?
@Arch: I tried not to mess with the original so much, so the texture you're seeing is probably from that. I just added some overlays, smudged it a bit, gradients... tried my own version of the glow on the eyes. Slapped on the border at the end. Overall, the techniques I used were simple and quick, but I tried several other things before settling on the current outcome.
@Sapph: Thanks. I sharpened the image because I didn't like how blurry it was. Glad to see it was the right move.
@Kage: It is a sword... I thought about trying to make it glow, but I wanted the focus to fall more on the eyes. I actually darkened around the bottom edge of the sword for that reason. I may try it out to see how it looks, so thanks for the suggestion.

It sucks that you can't see the hilt though, i hate out of perspective shit like that in a sig.

I don't get why the texture of the blade changes though, I didn't even touch that area.
must be a quality drop or something. maybe it won't change if I save it as png or something?

Can't you just copy/paste the two images together? Or does the shading look off enough that you would see a transition? In that case, just grab the eye-slit part only and position it over a layer that has the original with the good sword texture.
I completely forgot about working on that. My hard drive failed a few weeks ago, so I was without a computer. After getting it working again, I've been intent on acquiring all the anime I wasn't able to save from the crash.
As far as the texture change, make sure your image-hosting site didn't do it. I stopped using Photobucket because of that, and I couldn't figure out why it was doing it. Imageshack does it sometimes when the "resize quality" button, or whatever, gets ticked (which happens randomly). I can tell something happened to it, cause the border is blurred/lower quality as well.
I was able to save my .psd's, so I can send you that one if you prefer.

I just wish I could tell you the english name for the tool I used with gimp, its pretty easy and takes like 5 seconds or so
in german its "abwedeln", I use gimp, I bet photoshop has the same tool
no need for copy/paste another render/layer
try using the same tool on his armor too (near the light-reflexions) looks really awesome imho

I think your image was resized after uploading. I can't even tell what the circled tool is. I haven't reinstalled PS yet anyways though, so I can't try anything out. I might try running the image by an English version of Gimp and see I can make the connection, but it won't be anytime soon. Lack of motivation coupled with higher priorities. Thanks for the help though.

I finally got around to reinstalling PS. I lost all of my presets (and fonts/brushes for that matter), so I tried to make due with what I could remember. After working with this one for awhile, I've developed mixed feelings. Sometimes when I look at it, it looks fine; other times it seems too washed out, or too bold, or the lighting is too harsh. I don't know if it's just because I'm tired, or if I really do need to work on these issues.

Well the first things that strike out at me are that Saber looks like she's in her late 20s, and the sword has a certain degree of transparency. Intended?
