Not really a fan of the artstyle that Rin is drawn in. But if you want to use that, then the bigger issue is the background. It's just a completely jarring style compared to the foreground (undefined "techno/electro" designs vs simpler "cartoony" character")
The overall effect is makes it feel too much like a cut/paste job, despite the effort that you've put into it.
So.. yeah, try a different background.

They're both still kinda mismatched to me. If I had to pick between your v1 and v2, I'd actually go for v1. Despite the drawbacks, I quite liked the idea of an abstract background for Rin. The flames and flowing tie on his neck help capture the idea that he's in some sort of "windy vastness" or "vortex" of some sort, if you get my drift.
Perhaps flames/clouds/sky/something-patter-like that would give the idea of a windy/dynamic background that would cause the effects of blowing flames/tie rather than a discrete background?

Some of the other guys who actually make sigs and stuff might be able to give you actual tips regarding technique and stuff instead of just aesthetic ideas.

Meh. I'll just leave everything as is. Wouldn't have normally bothered, but I liked the image I chose to render, even if the quality was piss poor.
