I've noticed that Naruto releases have been kindly sized to fit 4 to a CD in the past, hence the 177 meg normal filesize. strangely though, ep 70 is 50 megs larger, with no increase in quality, codec, framerate, or resolution. may I ask why the sudden change, and only for 70? or is episode 72 going to be just 120 megs?

It just depends on the RAW supplier
the RAW maybe sometimes recorded in high quality, so hence bigger file size.

another reason for a high file size could be what the video was encoded in, but since Naruto is usually just an xvid, kage_bunshin is right...

The bitrate was higher that resulted in greater size...

The episode has lots of fast-moving scenes (where the characters move through the forest). I think they used a higher bitrate to maintain the high quality AA stands for.
I don't think it depends on the RAW, because they have to re-encode the RAW to 'burn' the subs in it. This re-encode can be done with every filesize you wish.
Note: the episode where Naruto releases the Kyuubi chakra against Neji is also bigger, because more bitrate was needed.

yes. It was like they wanted to do something to make the talking more exciting.
so they had them repeat a few frames of jumping through trees over and over and over.
