I'm not sure that Chidori's sound will come from everywhere. Sound always starts from its source, so its probably easy to pinpoint.
The whole thing with sasuke and not killing with Chidori is probably because 1. He's only a genin, and has not yet fully perfected the movement (example, Sasuke is now as fast as Lee, but he uses a considerably larger amount of stanima to go that fast), 2. He had to go through Gaara's sand defense.
I also wonder why the sand didn't turn into glass.

Actually, what is really interesting with the Chidori is why it looks like lightning... I think it was intended to be a lightning move when Kakashi used it VS Zabuza but the creator changed his mind... It sounds like lightning as well...

Ino's technique is a spying technique...... it can't possibly be used for assassination because whatever happens to the host body happens to the jutsu user also.
Unless of course the jutsu user released the jutsu as the host was about to be crushed or killed somehow, just at the last second.</td></tr></table><div class='postcolor'>
Ino's body switch can be very usefull for assasination:
Go and get a close relative, a friend of your target or someone else that can get near your target without problems and take over controll -> Kill your target using your littel puppy =) -> change back to your body fast.
I don't know how Ino's skill works, if she can keep controll over a body without seeing this body, or if she can switch back to her body without seeing her body (but i think it's possible).
The perfect situation would be to kill the target in front of many people and let it look like he's running amok sor something so he get's also killed fast and can't tell anything.

chidori? hmpf, i think that mad ass Amerterasu techniqu itachi used to get out of da frog belly is a much better assination technique, as the explosion or hole was much bigger than chidori

thats like saying its better to use a truck load of TNT to assassinate someone rather then a sniper rifle.

y not..as long as its 1 hit k.o its good and a truk load of TNT has a much higher chance to kill, then a sniper rifle

Ninja's man, stealth... a giant explosion leaves lots of evidence, a hole in the chest of a well dumped body can cause more confusion than creating a big scene that brings lots of people together to analyze the situation.

Yes stealth should be a better choice for a ninja but *cough* chidori? thousand birds chirping? Maybe the tnt is not so bad idea
