i think the genjutsu was only meant to be used where kakashi was because why wasn't it at the kages? and the fighting ground? lee is down for sure haha, on the floor

Even if it was used by the kages they wouldn&#39;t/shouldn&#39;t be affected by it.
Hokage&#39;s old but would have no problem in dispelling the genjutsu if it was used on him
