    I think they just wanted to be different (or I should say GAI wanted to be different, and Lee copied XD) but yeah... it's just little quirks in the characters, same with how other characters wear them differently on their bodies. The shouw would be kinda boring if everyone wore them right on their foreheads the same exact way
