Yes... you are right. And the reason why Kabuto can eliminate ANBU members so easily is just to show his strength.
I thought Kakashi commented on how Kabuto was able to trick him, so wouldn't Kabuto be a higher level then Kakashi?
ANBU are the "Red Shirts" of Naruto. If they're around when the main characters are fighting then they're probably just there to take a phaser blast to the chest.
If you take a look you'll notice a lot of the genius nins were at some point in time part of ANBU.
If any of the main characters is to be compared with to the ANBU, I'd have to say Sakura is the only one that's on equal footing, or maybe even lower, with an ANBU.
edit - since this is spoiler forum, Kabuto is the one that puts everyone to sleep. That's why he's there.

ANBU members jobs' are not necessarily assassinations. If they have to, they will fight face to face.

ANBU aren't weak just because Kabuto can take some on..He is capable of taking on Tsunade...So I wouldn't hate on the ANBU....The kids are just lucky in their own right because they happen to be the next generation of real strong nin...Otherwise we'd have more insight on the ANBU and their powers..But the story is about these kids.

Just to correct there isn't anyone going in and coming out but two 'things' going in. I looked that episode and checked that part. Dunno what those two are, maybe Neji and Naruto flew to the sky from the blast and luckily falled on the same dust cloud by great speeds
I think ANBU was formed because if you have a dozen of geniuses who think they can beat each other up, you need someone to keep the herd calm if something happens, and that's when ANBU comes to play
BTW, Isn't Ibiki the head of the Anbu atm?

Orochimaru does mention that Kabuto is as strong as Kakashi...
But we haven't seen ANBU so much anyway.. even in the manga..
I don't wanna get too off-topic but I wonder why Kabuto heals Hinata...
