I think that was just a mistake of the animator. For the Anbu, you can see the ranks of leaf in narutoguide.com, but I just dont think the Anbu are that weak.

no not the animator... it's the same in the manga
it's just so you can see naruto en neji had such great powers en they both flew away and were thrown into the ground...
or maybe they fall into the ground and extra dust comes up... (so they fall into the ground)

ahh.. i see. So that's the reason for that. I thought it was Kabuto jumping in and back out again. The reason for this ine of thought was...
What reason did Kabuto have on being there in the first place? Perhaps he is simply there to evaluate Sasuke, and because he quit and probably dosn't want to pay a ton to get in, he dressed up as an ANBU member... however...
Why did he say in the episode before about Naruto giving him a good show? It's obvious he has considerable interest for Naruto, but for what reason? He's smart enough to know that the fox is probably buried inside Naruto, besides he specilies in espionage and must know that, otherwise what kind of a spy would he be?
So i thought that perhaps that cloud part was Kabuto doing something to Naruto. Perhaps he's going to use Naruto for his own reasons by releasing the power. Or perhaps he wishes to make sure the power dosn't leak anymore so that obo's plan will be more successful or easier.
However i think Kabuto has plans against obo sometime or another because of that strange face he pulled when obo said he would have to kill Sasuke to stop him. Sure obo said that in a joking way, but Kabuto thought he had found him out perhaps? Or picked up on something? Thus the shock? I don't think it was the idea of fighting Sasuke at all, especially seeing as he was bed ridden and had the power sealed away.
Ok... so this is a guess. But if Obo is going to use Sasuke for a war, perhaps Kabuto plans on using Naruto as another major piece against Obo. Thus later you might perhaps get Naruto vs Sasuke.
This build up might of been hinted by the animators when Sasuke said he wanted to fight against Naruto as well. But i don't think they realise as to the scale they will end up fighting.
Well... it's all a theory. But i guess i will have to wait and see. But it's also my reason as to the cloud thing. Even if it's wrong, the idea that Kabuto might use Naruto somehow might not be =P
Like Krbadass said before i also think its a little bit of both. they are strong but Kabuto is stronger i guess.
i dont think they're weak its just kabuto is much better and has much more experience

Anbu are very strong its just that Kabuto is very strong too. Never disrespect the Anbu-nins (look at my sig).

He likes Naruto because he makes Kabuto laugh at how someone can be so determined but Kabuto thinks he is weak..

its not that ANBU are weak its just at those certain points in the story they were the unimportant characters who could be killed off
we dont exactly know any ANBU members so none of them are missed when they die
A. Anbu aren't weak, Kabuto is strong. He fought against one of the sennin and it ended about equal.
B. I don't think Kabuto is the one jumping in and out. Why would he?
C. That masked Anbu is certainly Kabuto.
Finally.......Yes indeed that is Kabuto.For some reason he has taken a liking in Naruto,that's why he pushed him when him and Orochimary were fighting Jiraiya and Tsunade.
It is not the fact that ANBU are weak it is the fact that Orochimaru, Kakashi and Kabuto are all at a different level then them. As mentioned they are used to be hired as gaurds for V.I.P's or assasins for them or special recon... not taking on super tough ninja genius's.

Kabuto may be loyal to Orochimaru but he is not very loyal to him.
