Is naruto's rasengan as strong as hokage 4th, specially the hit on kabuto?

this is open discussion, manga readers have seen him use rasengen before.

as for his hit on Kabuto - Kabuto survived with minimal damage afterwards so i doubt it is
the 4th was a hokage, naruto is just a genin

blah.. ranks have like nothing to say in power, except maybe for hokage coz Kabuto is a genin and he is at the same level as kakashi that means that there must not neccessary be a power difference between the levels.

I wouldn't say the strongest,all hokages are strong and have access to the same forbidden jutsus.But the 4th is the most likely.

Of course not, there is a reason why a hokage is a hokage, because the 4th is the most superior ninja in the village. He isn&#39;t going to be outmatched by a damn genin. The difference is just too great. It&#39;s 4th&#39;s own created move aswell, he should be better.

Edit: if 4th hokage fought kabuto...... his rasengan woulda blown a gigantic hole in his torso...... he might not even have a torso afterwards.
