if Naruto failed the exam 3 times already and yo have to wait 1 year to take the exam over, is he 15 now instead of 12? was he just a child prodigy and started to take the exam at 9? if he did start at nine then thats pretty good to do everything in the exam and only have trouble on the replication technique.but im pretty sure i read somewhere that they were all twelve. so why did he start so early or why did everyone elese start so late?
Maybe it's like the chuunin exams. Kabuto said the exams take place 3 times a year, and it's probly the same for the genin exam.

Naruto failed 3 times out of 3 days in which the test was redone
everyone said it was Narutos fault for doing the test again - which means Iruka ran the test each day till Naruto finally passed.
watch the first few eps again and notice that they blame Naruto for having to do it again
I think they just turn everybody into genins in the same day so that they could assigen teams together and have them equally powerful, i guess the test thing happen once every tri-mester, so that once you show the teacher you got the jutsu well, you don't have to do it again and you just wait until the day you graduate and become a genin...

The probaly have more than 1 test in a yaer and then when most passed they put them into teams.
they were ALL forced to do the test again the next day after Naruto failed, which means there is as many as Iruka wants there to be.

imagine that guy in the chuunin selection exams. him vs Gaara, hahaha wonder what expression Gaara would have on his face then!
