The 3rd was probably just saying he could handle the job of Hokage for another few years before he became too useless to do the job. It doesn't really matter though because he is going to die within the next 5 episodes of the anime( depending on how long they drag out the fight between him and Orochimaru).
That fight will own.People underestimate the 3rd too much.
