Sasuke's Sharingan is undeveloped. The adult Sharingan has three commas in each eye. Sasuke only has two commas in one eye and one comma in the other.
If you want to know about mange sharingan ask in naruto open discussion. I obviously can't discuss that here because it has yet to be revealed in the show.

And there's also a theory that someone really gifted could have more than 3 dots on a Sharnigan eye, but there is nothing to prove this theory, yet.

I think he wants you to think of all numbers as "dots" and the "O" as the pupil.
Theoretically, a person can fit 8 of those things in total in one eye. But i'm guessing he will reach maybe 5?

Gen-jutsu
Tai-jutsu
If you have all 3 you can copy all jutsu.
There is also rumors about a 4th dot that can copy advanced-bloodline jutsu, but i doubt this.

that makes sense to me.....but then what can sasuke see when he has one in one eye and two in the other? Taijutsu and half Genjutsu? When sasuke busted out the sharingan against lee, he said that he could see both ninjitsu and genjutsu, and apparently he can see taijutsu too if he was able to copy it for the prelims. I think the more commas, the more accurate the sharingan works.
Oh and btw, sasuke gets a 2nd comma in his other eye sometime between the fight with haku and the fight with rock lee

That must be when he fights Orochimaru then.
Theres only 3 dots that any of us know about. None of the known sharingan users have anymore than 3. As far as Mange Sharingan goes well its kinda a spoiler nothing major or earth shaking so i'll post it in spoiler code

I just watched episode twenty-eight (when Sasuke fought Orochimaru) and he did have two commas in each eye by this time. I have Sasuke's fight with Rock Lee somewhere, but it's not within convenient access.
There has not yet been any official mention of a fourth Sharingan comma. Anything you've heard of this fourth dot is just random speculation.

I say near the beginning of next season you will witness the Itachi era,imo...will be the most godly episodes EVER!!!!
the truth is... Sharugan has three "levels" or commas... if you train sharigan to it's fullest extent you will get three commas. However in Sasuke's place... his sharingan is developing so he does not have three commas... actually, there is no thing that says you can have more that three. Your sharigan can be stronger even though another person has the same amount of commas as you... the three commas show the full extent of your ability for sharigan... for others... their sharigan can be strong at three commas... for some.. even at three commas they are weaker than a two commaed person.
