I haven't read the manga, i just saw the first picture in 199 and he had a chuunin/jounin gear/clothes..

Then don't you think it might be a good idea to read the manga, before you start asking questions about it?

Not really. While I respect Lee's determination, he definitely isn't my favorite character. Jiraiya is just great comic relief. Neiji is just filled with teenage angst against his family, not a very apepaling character trait IMO.
What makes Shikamaru so special compared to everyone else is that he really isn't all that special.
He's probably weaker than most of the other genins, but what he can do is take control of a situation, using only the basest of techniques. Being able to take control of a situation is the most important quality a leader can have, and he doesn't need insane power to do it either.
Another important aspect of being a leader is to know your strengths and weaknesses. Shikamaru could very well have one that fight with Temari. But in doing so, he would have had to fight even stronger opponents with next to no chakra.
During the Temari fight, he was clearly overpowered, but he was able to show another important character trait of leader: to stay calm.
Shikamaru's ability to control a situation, his knowledge of his own strength and weaknesses (and his teammates as shown before they chase after Sasuke) and his ability to stay calm in dire circumstances, all make him the ideal candidate for a chounin.
That's my .02$ on Shikamaru at least

i can understand why shika was the only chunnin. let me explain. well first of all he is a super genius who is constantly thinking of ways to beat his opponent. also he knows his own limits, and that is pretty important. unlike naruto, who even though is the strongest out of all the gennin (imo) he just goes head on, not caring if he is badly hurt or not, even with or without chakara in him. seriously if naruto didn't have kyubi in him, he'd be dead ages ago. (probably in the 1st exam. im skipping haku because i don't think haku would have killed him... maybe im wrong).
the thing that im confused wit is why shino didn't get a chunnin title . i mean (for those manga readers out there), he's pretty stong and pretty smart. i mean even if ur not a manga reader, u can see by the match he was in at the prelims. i mean, he got those bugs of his on the opponent's hands without anyone realizing. well thats all from me

He didn't get the chuunin title because he had no match. First Kankuro gave up the first round and there was no second round because of the war outbreak. Shino's fight with Kankuro in the forest wasn't an official match as no one was even watching. I do think he would've gotten promoted had either Kankuro not given up or the main matches had a chance to fully run its course though.

i can understand how shikamaru was the only one picked, but i would be surprised if neji and shino dont become chuunin after the next exam. shino was definitely chuunin material, he just never had the chance to show it. neji seems very qualified too, especially after he changes his attitude.
