Eh? I read, but all it did was confirm the fact that it's real. I know it's real already, and i'm trying to watch it, but my frames are screwed.
It isn't a case of a messed up file. It's just encoded with either a different codec none of us have yet (as some other AVI Files i have in a different series does this), or it's encoded badly for some... very strange... reason. Guess this is what you get if you don't wait for a weekly release basis? O_o

So what Codec does it use then? If it ran perfectly for ?igma, then it must be a codec issue. What version of Xvid or Divx or whatever codec, did Anbu decide to switch to? O_o;
and why did they decide to anyway ¬_¬

ANBU NARUTO EPISODE 64 CODEC SOLUTION!
Ok i figured it out.
Use your Xvid AviC (FourCC Changer), to change your version of Naruto from Xvid, to DivX. Then Play.
After changing it to DivX, it should play perfectly.

AviC is a program which you should of got with your version of Xvid. Execute the program, open the Naruto file with it. Then change both Xvids to DivX. Then click "Apply". Then close the program, and open the file and watch away. Should work =P
If you can't find the program, check inside your Xvid directory in C:\Program Files\Xvid
if you dont' have the program... make a search on the net for it o_O

*sometimes you must un-install old codec, reboot, then install the new one. If you already did that then im not sure.
The divX codecs i use are DivX 3.11 alpha and DivX 5.03. I also use Bsplayer
Xvid is uManiac's build

Actually, the quality has always been perfect. ^^
Because Anbu really know how to kick ass in both encoding and translation ^^
Anyway, a new codec won't make a difference if it isn't playing properly. The reason it works with some ppl is (i suspect at least), because they installed Xvid before they installed the upgraded version of DivX.
I think Xvid is taking over the files which have been encoded for DivX. This results in bad picture quality, or frame skips, etc etc. So, instead of re-installing codecs, re-downloading the episode, or whatever. At least try changing the codec that the file is used with first, before you consider those. It's a lot less hassle if it works out that way ^^'
Just try using the AviC program and switching it to DivX and see what happens eh?
Edit:
Mehehe.. glad i could help
