Well, this episode just proved (at least) one thing.. if a group of ninjas (who didn't care what status they were) didn't want a certain ninja to be a Chuunin.. then all they could do is say, "I forfeit." That way, even if the certain ninja won the tournament by default, he couldn't become a Chuunin, because no one would have been able to see his skillz.
