I think it is Orochimaru, why else would he think he is good enough to become Hokage. Don't get me wrong Jiraiya is very strong, come on he is one the legendary three, but he is no Orochimaru. I could understand Kakashi being afraid of Orochimaru but for Hokage to be scared of him that means something.

I voted for Jiraiya... Did you see how he only used one finger to push Naruto to the abyss? I think even he&#39;s a pervert and writing a book at the moment, he is really powerful in combat.

Remember when Jiraiya is removing the elemental seal from Naruto. He points out Orochimaru did a sloppy job making it. That makes me think Jiraiya is better trained.

You gotta think of order of introduction..

First we meet Orochimaru.. Cool, he&#39;s strong.

Then we meet Jiriaya.. He&#39;s strong enough to remove Orochimaru&#39;s seal on Naruto&#39;s belly.. and seems to be stronger than Orochi.

And we have yet to meet Tsunade, the mysterious blonde who apparently has big knockers... So she&#39;s bound to be the strongest, if the pecking order remains that way.

Hrm, that could explain why Orochimaru wants to destroy Konoha... Power envy.

I prefer orochimaru,but i think Jiraiya is stronger..
