I think Orochimaru since he practices a lot of jutsu and thrives to be the best, Jiraiya is just a pervert sennin writing...COME COME PARADISE! As for Tsunade don't know yet... haven't been seen only been mention once in Rock Lee's boring flashback...Tenten says it.

I think it is Orochimaru, why else would he think he is good enough to become Hokage. Don't get me wrong Jiraiya is very strong, come on he is one the legendary three, but he is no Orochimaru. I could understand Kakashi being afraid of Orochimaru but for Hokage to be scared of him that means something.

Nah, Tsunade has been mentioned in the anime. In one of Rock Lee's flashbacks Gai asks his team about their goals and Tenten's goal was to be really strong like the legendary ninja Tsunade.

A little off subject, Jiraiya seems to be more like Naruto--Perverted, Orochimaru seems to act more like Sasuke--Power Hungry, and Tsunade, who we haven't met yet is most likely goin to be like Sakura, Thats what i think. So i think the strongest would be Jiraiya based on that idea.

I voted for Jiraiya... Did you see how he only used one finger to push Naruto to the abyss? I think even he's a pervert and writing a book at the moment, he is really powerful in combat.

I voted for Jiraiya as well.

Remember when Jiraiya is removing the elemental seal from Naruto. He points out Orochimaru did a sloppy job making it. That makes me think Jiraiya is better trained.

Jiraiya seem to be a lot like Naruto personality wise. I think that he would be the most like Naruto in combat, so he gets my vote.
