Yeah... He's got dark glasses on so u can't really see his eyes. His eyes probably popped out of their sockets when he saw what naruto did in 62 just like everyone else. He just hides his emotion really well.

In anime emotions are conveyed with the eyes and mouth. Considering both Shino's eyes and mouth are covered at pretty much all times it is understandable why it looks like he never changes his expression. I'm sure the author made his character design like this (covered eyes and mouth) purposely to fit in with his personality though.
