Because we found out in Super that the Dragon Balls originally stem from WAY above, from Zeno, from the gods. Why would some random alien species be capable of re-creating them? Sure, you can always say "why not", but Namekians actually being creatures from the realm of demons/gods makes for a better exaplanation imo.

I don't see why it doesn't make sense that an alien species can have mysticism. It doesn't make any more or less sense for demons to make wish granting dragons than it does alien mystics.
The only thing that would make it make "more sense" is if Namekians had been descended from, like, dragons.
