She might actually be trying to develop as a person of her own. She lived until the recent events in despondent ataraxia, although luckily not passivity, having failed to follow in her sister's footsteps. However, both Shadow and Cid kicked her out of it. Maybe it was more Shadow, but she has perhaps had enough of chasing shadows, so Cid would be the next best thing. Cid also doesn't expect anything from her, which should be refreshing. I don't know if it's for comedic purposes or what, but the story seems to make a point of girls being more interested in Cid if he doesn't give them even the time of day.
