We don't even know if Hinata was alive in this timeline, and there was no police raid to sop the trigger being, pulled. Most likely, the gun discharge will turn out to be a 'test' to see if Takemitchi was a narc. Kisaki probably doesn't have authority to just kill off executive level 'made men' on hunches.
