He's insisting on some weird ass evaluation system where one is forced to compare THE WORST anime of a year to reach the "true" quality assessment for that year. How does that make any sense? I honestly don't understand his thought process here.
When people talk about "the best year for video games" and then some say "oh, it's 1999" - "nah, it's 2004" - "no, it's 1998!", they compare THE BEST games of these years. Nobody compares the garbage that also releases in these years.
