The very beginning of the show made me think of Baccano so much that I had to check whether the author was the same. The beginning had the explaining flashback, which Baccano was full of (although there haven't been any since), and the general atmosphere and execution were quite similar with the kind of exaggerated and goofy characters, who were still serious about what they were doing at the same time. Naturally the fact little made sense reinforced the similarity. However, like has been said already, the seemingly missing greater plot is a weakness, as interesting as the setting is.
I do like the developing relationship between the MC and White. I really hope White doesn't turn out to be an enemy who will be defeated and lost before the end. It's also nice Leo isn't as weak as it seemed, being able to take over other people's vision. It means he's not pure support among the strong fighters. His eyes being closed doesn't bother me due to the very plausible reason: He probably sees better even with his eyes closed than most people with their eyes open, and he sees too much with them open. So, anybody would keep their lids shut under such circumstances.
