Why? I mean, their training isnt over.. they train all their lives, and now they dont have their ninja clothes on... I mean, its not like their training goes in seasons. or? any theories? (plz no posts about "ninja clothes" being their casuals (civils) as well)
Because their team mates have to be trained by their Jounins, they can't go on missions like Ino can't go on a mission while Shikimaru is being trained by Asuma. Why should they wear their mission clothes then.
Because they are not on missions 24/7. Just like in the military, you don't wear you uniform all the time. Just when you are doing you job. Why would you wear battle gear to a sporting event? Which is basically what the final exam is for the spectators.

well really, mostly they've just taken off their outer layer...kiba doesnt have his jacket, ect. maybe its like taking an umbrella, your ninja clothes are just clothes plus weapons plus a jacket thing for a place to put stuff like scrolls, remember, they dont have those weird green vests yet

Also notice that Sakura has two outfits already, one with sleeves and one without.
She's ahead of the rest of the gennin in that respect.
Actually, if you think about it, none of the Gennin have, you know, uniforms. Only Chuunin and above wear them. Gennin just get to represent their own fashion styles.
