    I'm starting to get this... because Shinigami have the internal world, they're able to confront and subjugate the hollow after the Quincy's vaccine stabilizes it (except in the case of Ichigo, where the hollow was born in so it was already more or less stable, he just went through more subjugation steps). Since Quincies don't have this capability, Urahara's process stopped at the point of stabilizing the hollow.

    And Shiba Isshin, Shiba Kaien, starting to make sense also.

    AND I contend Isshin just wanted to enter her soul to see her nekkid.
