Not quite. Urahara's assistant, Tessai, was the head of the Kidou corps, and the big fat Vizard was the 2nd in command of Kidou corps.
The two children one seems to be some kind of created life form (the girl). The boy who knows. That's going to be another untied portion of the story, I'm sure.
