There should be a difference because she didn't have the courage to turn him down firmly, even though that's what she really wanted to do. Maybe she even feels like she owes something to him but doesn't realise that leaving him hanging is more cruel, and naturally even more cruel would be to date him for a while and then leave him. Judging by her reaction, this indeed was the first time he confessed. I reckon she has never had a boyfriend and thus simply any guy confessing to her made her blush, even if it was this sycophant. It doesn't really mean anything here. At least she wasn't dense enough not to have guessed what the dude had wanted all along, yet had been too beta to do anything about it, like exglitch said.

In the end it's the dude that friendzoned himself a long time ago. Sinon didn't need to do anything.
