So Kekkei Genkai is "Bloodline Limit", what does Kekkei Touta translate to?

Well, Bloodline Limits were any jutsu whose power was inherited from their blood. Many of these that have been introduced are abilities to create new elements by blending two other elements.(Wind+Water=Ice, Fire+Earth=Lava, Fire+Water=Acid Fog).
So supposedly, the Tsuchikage's Particle Style is a combination of Earth, Wind and Fire. If he can combine those 3 elements, does that mean he can also combine every combination of 2 of those elements? If he can combine Earth, Wind and Fire, does that mean he can also combine Earth and Fire to make Lava?
Maybe a Kekkei Touta is a combination of multiple bloodlines in a way that is complimentary. Maybe he's inherited 3 separate Kekkei Genkai to combine Earth and Wind, Wind and Fire, and Fire and Earth, and those Kekkei Genkai combine together into the ability to use Earth, Wind and Fire together.
If that's the case, then the Mizukage almost has a Kekkei Touta as well. She can combine Fire and Earth, and Fire and Water. If she had the ability to combine Earth and Water(like Yamato can) as well, would she obtain a Kekkei Touta that lets her combine Earth, Fire and Water together?
What would that even make? Steel? Minerals from the earth, forged with fire and cooled with water?
Bloodline limits are a genetic trait that lets you combine a strict 2 elements, not just any 2 elements of your choice. I'm not sure what Mizukage has, but she can only combine 2, whatever 2 they are.
I agree that the Tsuchikages probably got their ability from selective breeding and such.. though as for whether they can use them separately, I would think not. Not because there's any good reason why.. just to keep things special.

That's not true. They've introduced many Kekkei Genkai that don't have anything to do with elements. The Sharingan itself was described as a Kekkei Genkai as well.
It's just that lots of Kekkei Genkai ARE the ability to combine two specific elements to use a new element. But not all of them are.
They've already said what she has. She has two separate Kekkei Genkai. Lava Style, which combines Fire Style and Earth Style. And Boil Style, which combines Fire Style and Water Style. I'm guessing she has two because her two parents probably each had one.
Like I said, the current theory I'm going with is that a Kekkei Touta is a jutsu that requires multiple specific bloodlines in order to use.
Which would make Izanagi a Kekkei Touta, because to use it, you have to have both the Sharingan, and the 1st Hokage's Wood Style. Which are both Kekkei Genkai.

That seems perfectly clear to me. Izanagi requires both the Sharingan, and the 1st Hokage's power.

Hmm... I thought I saw Madara use Izanagi against the 1st in the UNS:Generations clip.. must have mistook it for something else then.
How the heck is Izanagi an Uchiha technique if if requires both blood? Unless they inter-bred or something, the offspring of the first 6-Path-Sage did their own thing and should never have encountered the technique. And if they inbred, then Madara's not as special as he's making himself out to be.

Kekkei Touta is basically Bankai in Shippuuden form? Am I about to be Kubo'd by this episode?
Since when did all ninja in Naruto gain a bloodline limit or this kekkei touta through a bit of training? I doubt it would be called a bloodline limit (in English) if that was the case. It's something you are born with (the potential, anyway), or possibly something a mad scientist like Orochimaru might be able to give you.
So it sounds like Kekkei Touta might be something that's passed on through training (within the same bloodline, possibly) but not actually related to the blood. Family inheritance, I guess. So in that sense, Rasengan should be consider a Kekkei Touta also, since it is manipulation that was passed down from the 4th (indirectly) to Naruto.
