I've heard you can "advance" quests that you cannot complete normally by using a console command. Has anyone done this and are there any negative repercussions?

I have 3 or 4 quests in my list that I can't complete (because I killed them or some other bug). Also have 3 or 4 items in inventory from quests that I can't complete (like a book that Urag won't recognize I have because I took it from its chest before he asked me to find it).
