Meaning someone of high quality and value, a rare and special person. I would venture to say that he was talking about Gaara's ability and performance. He acknowledged him as a person and an exceptional Kage.
It's good to see that Gaara pulled it off on his own from a tactical stand point, it shows that he is worth the title he carries and also that it isn't a one man show.
