Yeah but that's what makes it interesting. Like how Wapol never realized his true strength because Nami stole his key to the armory. It makes the story much more dynamic than going all dbz-style with "Ok, you're at your max now, give me 2 episodes to reach mine before we fight" every single goddamn time.

I'm still waiting for fishman island to be destroyed, so I'm going to go with the latter.
