Yeah. Each DLC comes with 2 free classic skins. Also, Rain isn't a skin, but an actual DLC character.

Skarlet came with Cyrax and Sektor.
Kenshi comes with Smoke and Noob.
Rain comes with 2 more.
New Character in August comes with 2 more.

I put $60 in my PSN wallet yesterday, I now have $65 on there. That still won't be enough for all the stuff I want.
