Yeah, that's pretty much how they do things recently. All the anime no chikara projects have had this kind of pacing, Sora no woto got away with it, senkou no night raid bled and died in it, and I think this show will end up average because of it.
It certainly doesn't help their cause. I can only hope that the next show (and this one) manages to surprise me.
