The only champ you need before 30 is Master Yi, most people are too stupid to figure out how to counter him. Get good with him and you'll carry most games early on. Best runes investment are Armor Pen/Magic Pen/Ability Power and HP since you'll find yourself using at least one of those on any champ you play.

I stopped playing again on the last day of Season 1. I got extremely pissed off (the only time I've gotten so pissed off at a game) because, no matter how hard I tried, I could not get to 1249 rating (for the bronze banner). Granted, I was solo-queuing, but still... I think it's utterly ridiculous that one person can ruin the game for you. It's great that it's a team game, but only if you actually have a team. On that day, I decided I needed another break, since no game should ever infuriate me as much as I had been.
I had several people that I would group with, but they all slowly started disappearing, so I probably just burned myself out playing solo all the time.
To expand on Dark Dragon's comment though: flat Armour/Magic pen marks, Armour per level seals, HP per level seals, MP5 per level seals, Magic Resist per level glyphs, flat cooldown reduction glyphs and flat HP quints are probably the most important runes to get. There are a handful of others, related to the style of champion you prefer, but the ones I listed above you will use the majority of the time. My personal advice is to save all your IP for tier 3 runes, as some of them get pretty expensive. If you really want to buy runes though, just use tier 1 until you can get tier 3.

not really, when i was leveling the most skilled people were at levels 20-29, at 30 you find more retards that do not counter anything than skilled people.
as for runes, armor pen(red), magic pen(red), cdr/lv(Blue),mana regen/lv(yellow), armor(yellow, required to jungle for most champs).
Ashe is very strong (she has weaker early game compared to cait but she owns later on) too if you get to know how to play her, along with 'i'm having 3k hp, 200 resses and i still deal shitload of dmg' Ryze.

It's actually been stated by many professional players that, in most situations, flat CDR is better. The per level glyphs won't match the flats until at least level 13, which means you could be hurting yourself in the early game. Remember there is a 40% hard cap... most of the time two items are going to put you relatively close to the cap, so whichever runes you choose, you'll most likely have some wasted CDR. It comes down to whether you want to spend less IP and give yourself a weaker early game, but slightly stronger (maybe not even noticeable) late game... or shell out the extra IP for a stronger early game with really no difference to late game, since you'll be getting items anyways.
For manaless champions, I strongly advise flat though... they allow you to spam your abilities more in the early levels so you can farm/harass.

the characters i'm mostly playing don't use cdr items, and their early game won't improve that much from flats compared to the per lv ones.

ryze is pretty much CDR capped with blue golem buff and masteries.
I actually don't use CDR runes much more anyways... a lot of the main champs I play(ed) use MR/lvl. Except Akali... for her I used AP/lvl, since I didn't want to spend the IP for flat AP (I activate both her passives by level 2 anyways).

I usually run magic pen red/quint and mp5 yellow/blue on ryze. The most effective way of building him for me to to rush catalyst and then get sorc shoes. From there i either finish banshee or build Frozen Heart depending on the opponent. I'll build a tear after catalyst if i'm getting fed, otherwise i find that building a tear early makes you too fragile. Typical build would be something like sorc, banshee, frozen heart, void staff, archangel and Guardian Angel last.

i'm going with fast tear as my priority - i can easily get +1000 bonus by 30-40 minute, boots +1, then RoA, rest is dependand on the enemy's set-up and who's good/fed etc.

They just re-released the Halloween tier 2 quints and these have 90% of the tier 3 quints stats at half the cost.
There are 6 types Armpen,Mpen,AP,HP,Dodge,Movespeed. Take advantage of them while they're still around.
They're not around yet though are they?
