well, he did prove that he can take a decent punishment (back in the crocodile hunt, he took head on a ton hammer).
while 630 seems to be too high, I wouldn't put him below 150 (although, considering how most pirates are stronger than him, it makes the CP lesser crew look like giant weaklings).

15x that of a normal trained marine? Keep in mind its not a net-output power level here. Spandem had less than 10 as his douriki, but with his elephant sword, he could probably beat most of the generic marines in a 1v1.
All Usopp and Nami have are fancy weapons and a character shield.

Yeah but remember he took a hit from that fishman back in arlong, the already mentioned hit from mr.4, a THUNDER from enel, and took several hits from perona`s pet wich is suposudelly stronger than an actual bear, he may not have strenght, but he certainly has endurance.

well... consider this.
being a marine is a rather standard job. there aren't that much career choices there. and a level 10 doriki means mostly an average dude with a weapon. doesn't even have to be fit or strong. in any mandate army you'll see lots of guys like this, who are effectively meatshield, if things ever came down to rumble.
Spandam also seems more like a 'strategist' and less of a fighter. so a level of 8-10 indicates a merely healthy person. not a level of supposed strength.
so we have Ussop, who's supposedly power level is 10. like any other person.
he's a carpenter, which is a demanding job. (X2)
probably trains on a regular basis (X2)
took on hits from merman, said to be far stronger than human (X2)
entered the grandline, which is said to have harsher physical conditions then the rest of the world (x2)
same with the mole woman (X2)
visited sky island, which is training in low oxygen setting (X2)
got hit by Enel's lightning, which probably gave him some sort of super powers (X2)

Marines are soldiers by profession. Judging by watching things from the Coby miniarcs and stuff, Marines who aren't janitors actually have to go through something like Basic Training. Usopp is just a guy who for some reason cannot die, and then runs away from everyone who he "fights", and is by far the "weakest" strawhat. In terms of physical ability, there is no way Usopp has 10 whatever.
