Maybe the Sharingan got stuck on like Kakashi so he covers that eye (obviously if it was Obito he would have had to gotten a replacement non-Sharingan eye from somewhere, this would be the uncovered eye). Which is not to say he should be doing everything. There are a ton of parts where people are just talking during dramatic close-ups where a better drawn, but less animated, character looks much more amazing.

Making episodes like that is very expensive, they can't use him often.
17 and 19 are Team 7 versus Zabuza and Haku. It was an okay fight. It was not particularly physical or neat looking.
48 is Gaara versus Lee. Good taijutsu/choreography, and looks significantly better than anything in part 2 so far.
151 is filler...
Whoever did the Orochimaru/Sasuke, Orochimaru/Sandaime Hokage, Naruto/Sasuke fight was WAY better. I thought it was the same guy though.

Like any episode that doesn't have him drawing it? Like normal naruto animators? I don't know about that man. Even the mouth movements are more flowing when he draws them. Everything is more interesting, clean and simple. Adding too many details makes the animation slow and choppy. And if you try to make the detailed "good" parts animated, you can't do it. Well, to give a specific example. There's the end of the Gaara's death arc, when they've recovered Gaara's body, and he's being brought back to life. I remember all the characters in that episode looked gorgeous. There's almost no moving around in that episode. It's just character showing emotion. And it's really well done.
